Abstract:

Traffic stops are among the most common forms of interaction between civilians and law enforcement, yet they have been widely scrutinized for potential racial and ethnic disparities.  This study examines whether race and ethnicity are associated with intervention technique, stop duration, and stop disposition severity in Connecticut traffic stops. Intervention techniques are categorized by levels of officer discretion, and stop outcomes are measured along a scale of severity. By examining multiple stages of the traffic stop process, this study aims to provide a more comprehensive understanding of where disparities may arise and contribute to ongoing discussions of equity and police discretion in traffic enforcement.
